The elves can't out-mage humans. The Chantry is always on the look out for maleficars and apostates. If they find out that the elves are breeding more mages, they will immediately call for an exalted march.
But the Chantry doesn't govern the mages of the Dalish, they don't have phylacteries for them, nor do they seem to keep an eye on them or they might have noticed how old Zatharian was. The Dalish seem to have autonomy over their mages, they even seem to be able to protect a few elven apostates (Wynne's former student). Unless the Templars do a census every few years, which is hard to do with nomads, how do they know how many mages the Dalish have? Magic does seem to be heriditary, Wynne suggests as much when she talks about how the Chantry discourages mages from having children. It does require a great deal of secrecy, but no more than any other weapon's research project in history. It's not much but it's about the only hope the Dalish have to gain a tactical edge against the humans.
