1. Lair of the Shadow Broker; great humor in this DLC, without being silly. Great Bossfights. Awesome soundtrack. Villain that doesn't come across like a tool. More background information about the characters in ME2 and the videos ofc. The first time Shepard talks about his/her feelings.
2. Citadel, only second place, because I would only recommend it to die hard Mass Effect fans. It's over 9000 fanservice. A great goodbye DLC, for everyone who loves the characters. The story is weak, but I respect the salute to classic Sci-Fi themes.
3. From the Ashes, Javik has fast and easily become my favourite Squadmate in ME3. The game feels just better with him. A must have DLC in my opinion.
4. Arrival, you just feel a little bit disconnected from the ME1 storyline and the Reapers, since the Squadmates and friendships Shepard forges in ME2 are in the center stage. This is a great DLC to bring back the Reapers and a nice bridge to ME3. Ofc ME3 beginning shows how much potential was wasted again.
5. Overlord, Not my favourite DLC, but I really enjoyed the Story and the endings make me so sad. What a shame that this storyline is so absolutly pointless in ME3. Would have been very interesting to explore this Storyline more in ME3 and to throw overlooked Renegade Shepard a bone.
6. Zaeed, my fave Squadi in ME2.
7. Kasumi, I liked the new ability that she has and the casual Story, but I rarly use her.
8. Extended Cut. It was nice, didn't need it, but you get additional content for the ending, so why not.
9. Bring down the Sky. The only time. Bioware seemed to understand what Renegade is all about and ofc, there are no repercussion, for letting a criminal go free. At some point, Mary Sue Paragon is just annoying, throw her out of the Airlock Javik!
10. Normandy Crash Side, A last salute to the old Normandy and some Crewmembers and it's for free. What's not to like about this DLC.
Omega and Leviathan don't get anything, they are bad DLCs. Waste of money and time.
Firewalker, yeah I use it for XP and have something nice in my Cabin.
With All the DLCs Out. (With Poll)

How does Bring Down the Sky have that many votes? I mean, I ate it up at the time, desperate for more Mass Effect, but other than the time put into creating Batarians, and the awesome scene at the end where you gradually ramp up your acts of violence against the leader, it was hardly a roller coaster of fun.

1)Lair of the Shadow Broker: Tempo and excitement flawless. Replayability high.
2)Citadel: Nearly as intense as LotSB. Fr*cking hilarious. Replayability high.
3)Omega: Another intense one. Having the queen as a squady awesome. Replayability high. Impossible (for me) to complete the final battle on insanity. If I could have hooked up with Aria might have placed this higher.
4)Arrival: Thought it was the perfect segway between 2 and 3. Harbinger trash-talking (too bad BW failed to deliver boss battle in 3). Replayability medium.
5)Overlord: I really liked the concept. Not a big fan of flying or driving around in craft. The little bit of dialogue you receive in 3 at Grissom with David is worth it. Replayability medium.
6)Leviathan: Great environments and good battles. Might just be me but I found Ann Bryson to be a shallow, unsympathetic character. Replayability medium.
7)From Ashes: Javik was an interesting character to explore the first couple times, but after a while he just gets on my nerves. I don't find him particularly useful in fight...at least not more than other, more interesting companions. I do get to kill a bunch of Cerberus clones which is always fun for me. Replayability medium.
8)Kasumi Stolen Memory: Interesting story for a couple playthroughs, but gets boring thereafter. Now, If I could have had a sexy, secretive Japanese love interest I'd probably put this one near the top. Replayability low.
9)Zaeed The Price of Revenge: Like Zaeed as a squady. Story was generally boring. Have never been able to figure out how to save the workers without losing Zaeed's loyalty. Felt like total sh*t leaving them to die. Replayability low.
10)Extended Cut: Helped clear up a few unanswered questions. Harbinger ignoring Normandy rescue of squadmates destroys it for me. Replayability unavoidable (damn it.)
11)Bring Down the Sky*
12)Pinnacle Station*
*Never played ME1's dlc's so I don't know if they were any good. If they were like the rest of the game, they'd probably be at the bottom anyway.

I tend to place LotSB 1st or second depending on how you feel about Liara. If she's your LI or someone you consider your best friend, then yeah, LotSB goes first.
If not in a shepard playthrough, I prefer citadel...

I like almost all of them - Omega was disappointing, but still good, while Pinnacle Station is the one that I never picked up, and probably never will.
I guess the anomaly in the list is how Arrival is beating LOTSB. Thing is, I really enjoyed Arrival. I liked that Shepard was out on his own, in a hostile corner of the galaxy, with a Reaper Invasion only hours away.
I liked the 'Impossible Mission' aspect of it - especially the Object Rho fight, where suddenly I realise:
A) Everyone's indoctrinated (sue me, I genuinely hadn't realised til then);
I'm the only person who can stop the oncoming invasion, but this fight is really pushing me (it was very close, but I won my first try);
C) I've also got to somehow evacuate the Batarians. Who don't trust me. And I need to do it in less than two days...
Sure, Shepard never manages C, but I like that too. I appreciated the fact that there really was no choice but to launch the project. I appreciated that the decision had repurcussions. And I very much liked the on-going panicked commentary as Shepard tears through the base. And, of course, it all finished with Harbinger...
Basically, what's not to love?

1. From Ashes: Javik is the best DLC character, IMO, and an interesting contrast with the other regulars, and his shipboard conversations with Shepard all work well.
2. Leviathan: I liked the ironies and unexpected twists of the Reapers' origin story, and given the direction ME3 took, a Reaper origin story was required.
3. Overlord: To me, this really captures something that Mass Effect is about at its best - Shepard investigating a situation where someone's myopia got out of control. Great mix of exploration, dialogue, and action, and David is one of the series' more sympathetic and unique characters.
4. Bring Down the Sky: Fits nicely with the galactic politics of ME1 and the sense that humanity has stepped into a potentially dangerous and unstable situation by venturing into space.
5. Extended Cut: Didn't fix all the problems with the ending, but at least made it acceptable if still mediocre, and less of a WTF moment like the original.
6. Kasumi: Added a welcome dose of quirkiness to Shepard's crew, and her loyalty mission was something we hadn't really seen before on Mass Effect.
7. Omega: Here we get into the list of DLCs that I consider somewhat Renegade-biased, in terms of giving Shepard "default" dialogue and cutscenes that I felt didn't really fit for a Paragon. Omega actually isn't too bad on this front, but the Paragon approach is a little more tolerant of Aria's behavior than I expected.
8. LOTSB: I still find this one overrated, not just for Renegade-bias issues but Liara's abrupt personality shift (which I guess applies to ME2 in general, but it really comes through here) and the fairly linear, combat-driven story.
9. Citadel: Sure, it's great fun and laugh-out-loud hilarious at times, but it's a little too "meta" and jarringly incongruous with the tone and themes of ME3. At times, it's like they're all consciously playing parodies of themselves instead of actually being themselves.
10. Zaeed: He's amusing but not as interesting as most of the other more cynical crew members. While I liked his loyalty mission, the Renegade-bias is noticeable in his recruitment scene where he moves to shoot that guy in the leg. There's almost always an interrupt in this sort of scene, but here there just...isn't.
11. Arrival: I actually don't consider blowing up the relay itself to be Renegade-biased - there's a case that Shepard honestly had no other choice by the time everything started hitting the fan - but there were a few other parts that were, plus the story just doesn't make much sense. Kenson should have been able to ensure the invasion's success by either (a) making up some other story for the batarians and/or Shepard, or (
taking Shepard to pretty much any other system in the galaxy after (s)he's unconscious.
12. Firewalker: It had its fun parts, like escaping the volcanic planet after you recover evidence from the lab, but the lack of even minimal expository dialogue outside of a few audio logs leaves it fitting somewhat awkwardly into the story, and the first mission (fly towards an icon, dig something up, fly towards another icon, dig something else up) is inexcusably boring.
13. Pinnacle Station: Just not enough variety to the simulations or enough of a reason for Shepard and the crew to spend more than a small amount of time training given that, for most of us, there's a substantial queue of incomplete missions and assignments at any given time.
2. Leviathan: I liked the ironies and unexpected twists of the Reapers' origin story, and given the direction ME3 took, a Reaper origin story was required.

1. Citadel - 9.5/10
Fan service at it's best, fantastic DLC. Love the missions, the arena, the party, conversations, everything. Only thing was how they could put the ME2 squad mates in Arena but not in the missions, and Maya Brooks was annoying (until the plot twist).
2. Lair of the Shadow Broker - 9.5/10
Really great DLC, love the story and banter between Shepard and Liara. Also the Shadow Broker reveal is so good and this DLC has great moments. The dossiers and things in the ship at the end of the DLC are really cool.
3. Extended Cut - 9/10
I now really like the ending to Mass Effect 3, thanks to this and Leviathan for context. Sad stuff, and I feel like Bioware did a good job of turning a crappy ending into a pretty good one. BUT they shouldn't have messed up in the first place.
4. From Ashes - 9/10
Javik is such a great character and the DLC mission, whilst pretty generic has some well-written cutscenes. Javik fits into the squad perfectly and has some great moments throughout ME3.
5. Kasumi: Stolen Memory - 8.5/10
Love her character, and how she is a stealth character. The mission is awesome and she had some pretty cool parts in ME3 and Citadel DLC
6. Leviathan - 8/10
Good context to the ending and I really like the story. Ann Bryson is kind of dull though, I feel like they should have made her an alien (can't think of a boring alien in the series). Great locations in the DLC and awesome conclusion.
7. Zaeed: The Price of Revenge - 8/10
Not biggest fan of Zaeed's character, but he's a contrasting character to the others and the mission is quite cool. Like Kasumi, he also has some good ME3 scenes. I definitely think it would be better if he was a Batarian.
8. Overlord - 7.5/10
Really good story and shocking end. The Hammerhead is put to good use also, just wish the squadmates were more involved.
9. Omega - 7/10
Not the worst, but the most dissapointing DLC. Squadmates are cool, but the story is bad and had a lot of potential.
10. Bring Down The Sky - 7/10
Nice story and intro to Batarians, and also a hard to choice to make at the end, but a lot of Mako driving in it.
11. Arrival - 6/10
It's essential as its a bridge between games, but missed opportunity with no Ashley/Kaidan as temp squadmates and its too short
12. Normandy Crash Site - 6/10
I like the flashbacks and deliberate somber tone, and I REALLY like Pressly's datapad, but searching for the tags is annoying
13. Pinnacle Station - 5/10
I like the apartment, although it is gimmicky. I also like the concept of this DLC, but it is just boring.
14. Firewalker Pack - 4.5/10
Okay, an improvement over the Mako. But a DLC dedicated to vehicular combat? I just can't be bothered.
