I saw that some pictures show fewer squad mates than other
for the citedal dlc and I’m trying to get everyone in it. So how far do you
need to be in campaign to get everyone in it? I saw on another website it said “As
previously detailed, the DLC allows players to connect with old friends one
last time – but these friends will only appear on the Citadel after you’ve

So does that mean I need to complete every mission before Priority:
Cerberus Headquarters to get everyone in it?
How far do you need to be in campaign to get all crew in the picture on citadel dlc

Most likely. I think people said Miri isn't there if you haven't done Horizon, so that means basically right before Cronos Station.

This is correct. Miri will only be present after Horizon. I guess the good news is that you won't have to listen to any more "Oriana Drama".
You can start the DLC after the coup, though, for the weapon, armor and upgrades. As long as you don't start the party, returning to Normandy will not trigger the conclusion of the DLC.
