1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START
If the service doesn't start or is not on the list there is more troubleshooting information in section 3 of the PC Redeemed DLC Troubleshooting FAQ
There is also a beta fix for the updater that has resolved the issues I was having, so that the service now starts automatically when the game starts, as intended.
