 as this is my 1st time playing mass effect in idk how many years, and i am a ways into the game. the guy that sells me stuff as the specture is he the only vender worth going to? i know there are a few others but should i even go to them?

you only need them for licences, then just use the quartermaster, you'll get most of everything as loot

BDtS has the best Quarian armour/Omni tool but everything else is lootable

ok i was not sure. and some of them things are not cheap. but i already got the gun i been saving for so i guess i should go ahead and get them
