It's not a retcon just because some people played that outcome instead of another. It wasn't set in place meaning it had no canon decision. Now it does. That's different from a retcon (unless you count headcanon as actual canon).
Also in regards to comics and books mention earlier. The comics and books are not canon because they line up with some playthroughs. If they're canon it's because the developers say they are and that future games will take note of what goes on in them and incorporate them into future games.
Having Alistair dead in DAO, and when importing in DA3 you'll have him alive and King is in no way anything else than a retcon, unless DA3 will not have an import feature and there'll be a single storyline to follow, in which Alistair is the king. Headcanon would be believing that my female Cousland continues to rule Ferelden with Alistair even though in DA2 it's said that the Warden disappeared. Events that are shown on-screen are canon, and Bioware said so in regards of Anders's death in DA2. They could change it, if the events allow such freedom (for example, they could make in DA3, in the case that Alistair was exiled, that when he returned to Ferelden Anora died and he become king), but if a NPC, died, he should stay dead. Again, Gaider said that. They could change their thinking, but as far as we know, this will be their stance on the matter,
About the comics, the developers said clearly, more than once, that those events will happened as it was shown in the comics if the choices in the games are the same of the ones in the comics. Otherwise, the events will be different, or not happened at all. This was said by Gaider himself.
