Ok so I fooled around with this a bit. Level 60 Soldier w/ Fortification, Javelin X (SR Piercing V, SR Ext Barrel V). Build was:
Adrenaline Rush: Damage, Melee, Power
Frags: 1pt (reload canceling)
Disruptor Ammo: Damage, Headshots, Damage
Combat Mastery: Damage, Headshots, Weapon Master
Fitness: Shield evos
Fortification: Durability, Power Synergy, Durability
Hahne-Kedar armor set + Kawashii visor (because armor power damage is not applied to ammo...)
Intel had Weapon Damage +15%, Power Damage +5% and then the rest weren't... (Intel does not affect ammo, but...)
To make a long story short, I couldn't truly one-shot any of the shielded units on this mission. For Insanity at Level 60, the shields for Cerbie units should be as follows:
Centurion: 1687.5
Nemesis: 1687.5
Engineer: 1687.5
Phantom: 2362.5
Which sadly is slightly above the number Red calculated above.
BUT
You can "fake" one-shot all four of these units, and for all except the Phantom you can easily do it with the Squad evolution of Disruptor ammo instead of max damage, and you don't need the Adrenaline Rush bonus or even a headshot for the first three.
Basically you can either hit them with a Disruptor amplified Concussive Shot, which will drop their shields significantly, then shoot them, or you can have your good buddy Garrus hit them with a Proximity Mine w/ debuff and then one-shot them. Yeah, it isn't real one-shotting, but it only requires one button press before you shoot, which isn't too different from cloak really.
The Phantom is a slightly different story though. I was able to kill her with a CS shot, then a headshot under Adrenaline Rush. Unfortunately this took many attempts to do (basically I had to hit her with CS while she was flying through the air, and then I shot her right as she landed). When I switched to Hardening in ARush and Squad Disruptor (to test lower damage builds), I couldn't seem to one-shot her at all. Part of the issue though is the DR that she gets when moving in certain ways and when she is blocking powers. I am fairly confident from looking at it that the "bubble oddities" reported for MP also affect SP... meaning that you can double hit the bubble with 2m penetration and do direct health damage. The only problem is the Soldier doesn't seem to do enough damage to take advantage of it fully. I say that because I had one shot where she had 3 or 4 bars of barrier, and I shot her, and she had the same barrier, but her health bar dropped.
At any rate, I could make a montage of a bunch of shots, but I am going to bed instead. I am not sure it is completely worth it though since there isn't much to see.

Some squadmates have Squad Bonus evolutions at rank 6 in their passive that increase power damage. Most are specific to tech or biotic, but I think Garrus and Javik have just general power damage Squad Bonus evolutions (+10%). Not sure if this would be enough to increase the Disruptor Ammo damage.
But in the end, you are better off just hitting them Concussive Shot first like you did I guess. Or just use the Mantis and double-shot it with Adrenaline Rush.

I had Garrus with me and did respec him for Squad Power Damage, but I still couldn't one-shot them (and actually I failed to check that it was really applying to ammo). Since it was Cerb HQ I couldn't take Javik and Garrus at the same time.
I might get the modpack from femshep, which has supercoalesced, and if it looks like it is working I might start "rebalancing" SP... at that point there are all sorts of things that could get you to a one-shot but I would be inclined to either up Disruptor ammo a bit, maybe fiddle with Combat Mastery, and or drop Shield Gate slightly.

Ok an anomaly. It looks like Javik's Squad Power Damage does affect ammos.

OK the update, I found something bizarre.
So if I start the "No Man's Land" portion of London with Javik and Garrus (regardless of Garrus's spec), I get the 28.5% / 114%. However, if you reload the game during the mission it reverts to 27.5% / 108%. I guess that power damage evolution is buggy, or it is pulling extra power damage from somewhere, I don't know. Really strange.
edit: Here's just a short vid showing what I am talking about. Maybe people that paid attention already knew this.

Rebumped for something pertinent to Infiltrator.
So Fortification gives you the nice 30% ammo damage bonus, but you don't quite need 30% for some of the mid-tier (most Cerberus units for instance).
Playing my "mirror universe" character through Omega who happened to be an infiltrator and went Proxi Mine... turns out you can one-shot a Centurion/Engineer/Nemesis after cloaked proxi mine (does a little shield damage and gives 20% damage taken bonus, which is a multiplier for all damage sources).
Phantoms were a different story... if you cloak, then PM they bubble and a headshot left them with 1 bar or health (this is at around level 55 for Shepard). It is somewhat odd that they are left with 1 bar health and no barriers... in MP bubble shots do direct health damage on-host w/ double hit if you have 2m piercing (was running Javelin X w/ SR Piercing V). When I messed with Soldier on Cronos in the above vid, you can see that some bubble shots did health damage while leaving barrier intact. Now the disclaimer is that I didn't have full HK armor set since I missed the Hanar mission (this was like my second run through the game) so no HK arms, and I wasn't wearing the chest. I will investigate it more with better armor loadouts (which should only matter to units with high health damage).
It did look like I one-shotted a Brute during the Leviathan mission though w/ PM and a headshot.

Moving this discussion back to the Soldier briefly. I tried a Kishock V on a level 60 Soldier on N7: Communications Hub. Mods were Concentration Mod V (+15% weapon damage) and Heavy Barrel V (+25% weapon damage). Had +45% weapon damage and +10% weapon damage from armor, +25% weapon damage from passive, no Intel bonuses.
Because of how the mechanics work for this gun -- I guess it has some sort of natural shield bypass or something like that -- I was able to one-shot Centurians and Nemesis, provided I scored a headshot. I was able to one-shot a Phantom, provided I scored a headshot with Adrenaline Rush active.

Nice. Yeah Kishock has a "bleed damage" function which moves a portion of the damage to DOT. If I read the weapon sheet right, it is 20% as direct damage and 80% as bleed in SP... in MP it is like 67% direct.
Also has a higher than usual headshot multiplier at 3x.
