Can someone help me clarify the following?
1. After destroying the citadel, can i return to the Normandy and resume a game that is post completion?
2. Can i only play the citadel DLC before the illusive man's base mission?
Can i play citadel DLC after completing MasS Effect 3 without replaying Illusive Man's base mission

You will be able to play Citadel from one of those saves.
Apparently Citadel first unlocks after the Citadel Coup, so if you were in a new game you could start it earlier. When you throw the party is what determines who can show up. Miranda, for instance, isn't available until after Horizon.

But can i resume the game after completing it? with all the missions completed. AS IN ALL.

Once you start Priority: Cerberus Headquarters, you are unable to go back and do uncompleted content. Therefore, if you want to play the Citadel DLC, you have to use a save file from before that mission starts.
So, to answer your question, you can not resume the game with every mission completed.

This is incorrect. Once you finish the game, it loops back to the point before the assault. At this point you are able to go experience the Citadel DLC. During the assualt you cannot leave to go do it, but completing it does not lock you out.

I don't know what you are asking exactly.
After the end of the game, it sends you back to right before Cronos Station. The exact point where you originally talked to Hackett about the assault.
After you do Citadel, you can do Cronos Station. As before, once you do Cronos Station, you are locked into going to Earth.

Exactly, it goes back to a save prior to Priority: Cerberus Headquarters.
