I read that the expansion allows you to import your character from a saved game in the original campaign. Does anyone know if this functionality already exists and can be used to import a character to a user made campaign?

Yes, presumably so. The NWN2 module by wyvern14 offers you the choice of loading an existing character or generating a new one.
