Another point I thought of to support an easier way to get URs.
As support for the game diminishes, so to does the reward for investing time into the game. At this point in the games life cycle, why would I want to continue gambling my time away with the store when incentives to continue playing the game, such as weekend ops or new content, are going away?
Don't focus on the credit amount I put, I think it should be expensive. The point is to make the bogus system more reliable, not make it easy to get UR's.
To all the people saying an UR pack would "punish" people with maxed manifests, I can see where you're coming from a bit. However as the packs as they are are clearly "broken" and it doesn't make any sense to leave something broken just because you already went through it.

Based on that logic then you shouldn't be able to get a guranteed item over common rarity. What about getting 2-3 "rare" items every PSP? That doesn't sound very "rare" to me.
The pack would be very expensive and give you 1 UR.
