 i am having a debate with friend and just curious to how you would rank them? how would you rank these people from best to worst? jack, miranda, kaiden, liarra, jacob, thane, sammaru, wrex, javik? also who is better in tech? mordin, tali, kasumi, edi, legion from best to worst

Kaidan last? He is considered to be one of the most powerful biotics in the Alliance. I'd say the list is more like:

The reason I put Kaidan before Jacob is simple: Jacob was former Alliance (he was present on Eden Prime during the Geth attack), but Kaidan says when you talk to him in ME1 he was put on the Normandy because he was the strongest Biotic the Alliance had (Unless Shepard is a Biotic, he then adds "except for you")

and tech..? much harder but:

reason Legion and EDI are at top is simple, they are computer programs. If I went and stole a PC, and the OS was passworded, it could take me years to try every possible password. but I can burn a program to a disc and then boot from the disc that will go through every possibility within a few days.

Actually, I'll have to ask - OP, do you mean in terms of lore or gameplay? Because I can understand putting Jack higher up the list if you're talking lore. I was going merely on the usefulness of their biotics in gameplay...

Samara is a matriarch and a Justicar. Her sole occupation for the last four hundred years or so has been fighting using her abilities. She's also good enough to fight a Spectre to a stand-still.

Jack or Liara. The former is more raw power, the latter is more skill, technique, and application.

Not sure about Javik, but he's clearly a seasoned warrior with abilities not present or at least common in this cycle.

Miranda, Jacob, Thane, Kaidan and Wrex seem more about using their biotics as a supplement to other skills, rather than as their primary skill like the others. Thane and Wrex are probably superior than the other three, given that one is a centuries old krogan war lord and the other is a highly trained master assassin.

I wouldn't put the tech users all in one category. "Tech" is of itself pretty nebulous. They have entirely different approaches, and realistically speaking that favours different specialisations.

it is clearly stated in lore that Asari can outpower any human when it comes to Biotics. Jack being the only human who can match an Asari. thus, every Asari and Jack would be more powerful then Shepard.

I was thinking gameplay over lore. Gameplaywise, Liara's by far your most useful biotic squadmate in 1 and 3, and she makes a damn good show of herself in her 2 DLC.
But I'd understand people putting Samara first if we're talking lore, here.

Uhh, Kaidan last? He is considered to be one of the best biotics as is, especially since, as an L2, he goes higher than any L3. I'd say the biotic list goes

Samara - 1000 years is a long time to learn how to use them, and being a justicar even more so
Jack - Experimental, cutting-edge tech
Wrex - Again, quite old, not to mention he's a krogan, a culture that respects strength
Javik - A soldier who knows war and nothing but, going to have a lot of training and skill with it
Kaidan - A soldier trained to use biotics in war and has the strongest type of biotics out there behind Jack and Shepard
Thane - Trained for war at an early age, and biotics would be useful for an assassin to hone. But still, he strikes from stealth.
Jacob - A soldier, but ultimately an unimportant one, probably an L3, so weaker than Kaidan.
Miranda - She's engineered to have natural biotics, but she's more of a diplomat and leader then a soldier.
Liara - Might be odd putting an asari so low, but remember she is a scientist, and would have only had the odd problem with looters at a dig site. Not to mention she's still quite young, and time and learning is more leisurely for a long-lived race.

Best at Tech?

Legion - Has the ability to commune with the rest of the geth and, being synthetic, would understand computing better than anyone.
EDI - Also synthetic, she is simply one highly advanced machine, whereas Legion could technically access every single networked geth.
Tali - Quarians are technically advanced to begin with, and Tali is a genius even among them.
Mordin - Salarians are technically adept, but Mordin is more of a biologist then computer technician.
Kasumi - Would have to be familiar with tech to do her job, but the others simply have advantages she doesn't.

You could also through Garrus and Kaidan behind Kasumi, trained engineers and soldiers, but not specialists like the former.

Jack has the most raw power, but Samara has the most control. After that, I would say Liara, since asari Biotics are naturally stronger than humans. I would place Shepard ahead of the other humans (besides Jack). Kaidan and Miranda are likely tied. I might argue that Javik is stronger than Liara, but weaker than Samara or Jack. Not sure what to make about Wrex or Jacob.

This, I'd switch Wrex with Kaidan though.  

I was kind of iffy about that. Speaking in terms of raw biotic potential, they might be about equal, but I'd imagine Kaidan would be about more control, precision, and technique whereas Wrex would just use his biotics to make his booms bigger. Wrex has had centuries to hone his skills, but ME1 notwithstanding, their ability trees in ME3 seem to support this.

Ah yes gameplay wise Liara's powers are good, also gameplay wise a Shepard could be just as powerful in biotics as Liara. But lore wise it is different.
