Very much like Kaidan whose mother was exposed to eezo after a transport crash in Singapore. Who got implanted with an L2 in 2167, was trained at Jump Zero in a rigorous training program and ended up accidentally killing his instructor in a moment of uncontrolled anger with his biotics. He disappeared and tried to come to terms with what happened before he eventually joined the Alliance. His powers rival that of an asari commando which is rare for a human. As one of the few stable L2s he's more of an outsider and likes to keep to himself. His powers come at a cost, he suffers from debilitating migranes, though he can be considered lucky in that regard. He used to hold back in battle, afraid to use his full potential. At some point he was specifically ask to head a new training program for biotic soldiers due to his exceptional skill. His biotics seem to have gotten stronger as of ME3.

Also, i admit i don't remember if Asari or Krogan need implants at all. I feel like they don't (hard to imagine Krogan performing the delicate installation surgery on Wrex).
Volus apparently don't require implants, as all it takes is some heavy drug usage to imbue one with powers. Albeit to comedic effectiveness.

liara is very young by asari standards - imagine how powerful her biotics willl be in 700 years.

No.
The only counter example to this is Miranda, who was born a few years before the initial human exposures to eezo dust.
The most commonly accepted idea being that Henry Lawson developed Miranda to have biotic potential from the get-go. It makes sense, really. Henry Lawson is obsessed wih perfection and is something of a tyrant. His entire motivation for creating Miranda is to establish a dynasty of human perfection. Henry, noticing the biotic abilities of aliens, would outfit one of his creations with a sort of biotic prototype. Miranda also mentions that she wasn't the first of Henry's daughters, only the first he bothered keeping.

Morinth / Javik? (Morinth is the "unleashed" form of Samara)
Samara / Javik? (Javik is a different kind of biotic, more ancient and different. But seeing how he can simply reaf memories and language off without much exertion like the Asari, I'd say he's pretty powerful despite being a hybrid warrior-biotic)
Liara (Still a pure bred Asari - but considering how true purebreddedness had led to Samara birthing three Ardat-Yakshi, her herritage of mixed Krogan probably knocks her down a peg. I'd say Benezia and Samara are probably equals.)
Jack (Probably most powerful human biotic. Her background places her above Kaidan)
Kaidan / Wrex (Kaidan was an early biotic with childhood exposure, like Jack, but more tamed. I just felt it apt to place Wrex above Thane, as Wrex is a "Battlemaster", and Thane is an assassin who mostly is seen using biotics as an auxilliary skill.)
Miranda / Thane / Jacob (I think these three are the run of the mill latter day biotic combatants)

"Asari biotics > human biotics," you say? Please. Jack tore through reinforced metal walls, ultimate-biotic-punched out heavy mechs, and helped blow that Purgatory prison to hell.
Most impressive feat I remember Samara doing was "float-jumping" towards an Eclipse merc. Heck, her biotics couldn't even beat those of her crazy daughter without Shepard's assistance.

Which is precisely why I said that adept Shepard being the "ultimate biotic" while also saying that adept Shep is weaker then vanguard Shep is not a contradiction. Adept Shepard can be the weaker one while still being the ultimate one because the adept Shepard has that "refined technique" while vanguard Shepard has that "raw power".
Now is it more obvious why I compared adept Shepard and vanguard Shepard to Samara and Jack respectivally? Adept Shepard is to Samara as vanguard Shepard is to Jack. Now which do I think would win in a fight, adept Shep or vanguard Shep? I'm not sure, just like I'm not sure who would win between Samara and Jack.
Hmm... Can a Shepard of one class fight a clone Shepard of another class in the arena? If so, maybe I'll just do a vanguard me versus adept clone and adept me versus vanguard clone and rank them on the tier list based on which fight was more difficult. Sure it's gameplay, but it's still better then just speculation and guessing. If not, too bad because it would have been a good way to decide. Because right now, weaker but skillful and stronger but rougher is a tough call about which is truly better.

Red Sand has a similar effect on humans in the books. It grants them weak and very temporary biotic ability. They wouldn't be able to slap someone with a singularity, but they could probably impress a few friends with tricks at the bar. (levitating a coin, that sort of thing)
