I don't know if its meant to be like this but after you turn in some scales you cant look at his vendor items any more and that:unsure: makes me sad.

That is working as intended after you get a superior set of armor I believe:

after you do the dragon scales armor you are unable to see his wares .-.

He throws a strop and tells you to get out for wasting his fee earner's time. The subsequent "cold shoulder" is represented by not being able to see his goods.
