 Ok, so I am a complete and utter nub in this game.  I just picked it up a day ago.  I played Mass Effect 2 an oodle of times, though(just for reference if you want to refer back to anything in helping me ).  I am playing on Hardcore and I am having a hell of a time.  Yah, I know everyone is gonna say "You suck, Insanity is easy and you are sucking on hardcore."  Well, I have never been great at games, I do enjoy them though.  

That being said, I do have one question.  How do I attain 200% power cooldown reduction as an adept?  LOL, seems like such a simplistic thing, but yah, that's what i am asking.

just take a pistol or a submachine gun and nothing else. 

edit:  and your best friend is going to be biotic combos.  you should be familiar with them but if not then try this http://masseffect.wi...ki/Power_Combos

sub gun- preferably a blood pack SMG- as it melts armor. Light weight materials. extended mags- heat sink.

Nothing else.

Spam warp and throw. Bring Liara and max her out to level 6 on pure biotic tree. Pick biotic cool down bonus. Bring James or Garrus to buff the squad.
