Falcon/Venom/Scorpion for stagger. I like the Falcon specifically, but I don't play the kit very often.

I don't use him much, but when I do, I use Acolyte w/ power magnifier and heavy barrel, Adas also works. If u use melee build, GPS/Graal seems good choices, too.

Graal.
If you're using the omnibow you really need to use a shotgun omniblade. No other item increases damage anywhere near as much. And if you're going to use a shotgun, you've gotta use a charge weapon, so you can charge while firing the omnibow and not lose as much weapon DPS. That leaves you with the Graal or the Venom, and the Venom, while awesome, doesn't benefit as much from a full charge as the graal, not to mention AP arrows are almost guaranteed to stagger anyway.
The Graal is the only option.

I'll actually provide another option: Arc Pistol w/ Melee Stunner.
Why? Charge generation speed. If you're going to be using the Omni Bow a lot, you're going to need your special arrows. Charge generation speed can be a great asset while saving the ammo crates for mine spam, and a Graal with the Omni Blade is pretty slow on the generation vs a lighter pistol. And of course, charging while using the bow.
... I still prefer the Venon, but hey, it's not literally the -only- option

The suit clearly has inertial dampeners built in that permit the Volus to do all kinds of amazing stuff.
The Talon Merc only has a bandit mask.

Yeah ... but I am not sure he wasn't talking about how much he'd have to chew.

Quarians are not soft. Ask QMR if you don't believe me.
Fury got amazing biotic fields to rearrange energy.
Talon got nuthin, just scrawny human muscles and hands not even big enough to reach the trigger on the Graal.
