I don't ever remember Wrex being dumb. I always remembered him as a pretty intelligent Krogan.

ehhhh, bar isn't exactly high for krogan intelligence. Wrex is smart, but I'm saying smart smart, not genius but above normal. Like Garrus, his father, Kasumi etc.
Wrex first thing to do is to ask the council for more planets... if he is trying to avoid the mistakes of the past his first duty is to proove to the galaxy the krogan cannot only kick ass but also rebuild when needed. Asking for more planets without proof they can manage their numbers is a recipe for disaster, least we forget how the krogan rebellions started. Hence why Mordin mentioned, Bakara is an excellent counter weight.
Which I was happy to see Krogan Couples with a single child, which leads me to believe Bakara had the krogan concentrate on a Grunt Template rather than a horde one.

Wrex is going to be molded as a stereotypical Krogan in some instances but that Mako ride we had in Tuchanka made me really think that he's very intelligent. Not 'intelligent for a Krogan' but just purely smart. I think the aggression with Krogans is cultural, not entirely genetic. Its fun to watch Wrex battle it mentally when he decides to stand down for the greater good
