If i do the sotry portion of the dlc to open the arena, can I still do the party later to have Miranda appear.
I want to do the arena to farm credits as soon as the DLC unlocks, but I want to wait for the party to be after I complete Horizon and can have Miranda attend.
Can I do this or does the geust list lock itself to the character that are availabe when you first do the story portion?

The party can be done ANY time during the game (before heading towards the chronos station to attack the illusive man directly in the story). It does not interfere with the arena at all.
