This is something that always confused the hell out of me.  Mark Meer is a fantastic actor. Watch any of his comedy work or listen to any of the other VA roles he has done.  The guy knows how to act and put a lot of emotion into it as well.  I never understood why his Shepard sounded to dry to me (though I agree he gets better as the series progresses).  My only guess is that he was maybe told to sound as neutral as possible during the recording sessions, but then why wasn't Jen Hale given the same direction.

In any event, I think both are great and would love to hear them in more games.

Hale.

Meer was WAY better in two and three, but his delivery is still so stale and monotone that that they should prescribe it to insomniacs who don't respond to Ambien.

Meer all the way.

I can't play the game with Hale. She emotes too hard. Made trying to play a calm renegade or neutral character a nightmare. Does that whispery angry voice which annoys the hell out of me and just nope.

She does have moments where she shines above Meer but for the most part Meer's average is better than Hale's and his bad at least makes me laugh where Hale's makes me cringe.

Though when they both are their best I'd say they were equal. Though I feel Meer hits his best more consistently.

I love them both for different reasons. They both have amazing strengths and some weaknesses that they bring to the character. At the end though, it's all about flavor. I'm a man, and usually I play as a male Shepard. I've grown accustomed to hearing Mark Meer, and that's who I associate with Shepard. However, I've started a female Shepard playthrough through the trilogy and find Jennifer Hale quite captivating in the role as well.

Why does one have to be better than the other?

Troy Baker (who did Kai Leng) would have made a better Shepard.

And before you think: "OMG KAI LENG SUCKS", yes, Kai Leng DOES suck, but Kai Leng isn't the only character Troy Baker voiced. He also voiced the English version of Ryu Hayabusa from Ninja Gaidan, the protagonist in Saints Row: The Third, a bunch of Marvel characters, Kanji Tatsumi from Persona 4 and more.

Troy Baker is awesome and I wish he would have gotten a better role in Mass Effect. Troy is too good for derpy Kai Leng.

Mark Meer, by far. Lawrence0294 showed some good examples on why Meer is better than Hale in ME3.

I'm sure Troy as a lead would've come with the caveat that Laura got femShep, which almost certainly would have been a step down, rather than a step up. And frankly, having heard those two slaughter titles such as Catherine together, I'm glad Baker was relegated to a cheesy bit part - it reflects his 'talents' pretty accurately.

As someone with a fair level of Japanese and a long history with eastern cinema, gaming and anime, I can't begin to stress what a poor job Baker does of accurately portraying existing characterization. I'm not a huge fan of Mark Meer, but broShep sounds much better non-committal and quietly reflective than he ever would gung-ho and brainless.

So much this. 

Don't get me wrong, Hale is a fine actress, but she doesn't sound like a soldier who's been through hell. IMO Meer has done a FANTASTIC job with his Shepard - making him the badass commando I like. He's like "been there, done that" "I have seen so much **** in my life I don't care anymore" yet he can get angry and sad.

Actually I completely disagree. Meer as Paragon sounds creepy, and Hale as Renegade sound incredibly forced and fake.

I don't care about anime dubs, because anime dubbed to English usually slaughters the anime and turns out for the worst regardless of the voice-actors. Japanese anime should be watched in the original language: Japanese. Period.

I think what you say is just incredibly mean. Have you heard Troy Baker in any non-Japanese (anime) roles? He does a good job at those. And even some Japanese roles he did decently well (Ryu Hayabusa from Ninja Gaidan and Kanji from Persona).

One of my favorite Troy Baker roles is the protagonist from Saints Row: The Third. He did a good job there, you can't deny that.

Edit: Just realized Troy Baker also did the protagonist in Bioschock Infinite and the protagonist in The Last of Us. Those are some awesome characters with excellent voice acting. If Troy Baker can do that, than he certainly could have done an excellent Shepard as well.

He get's across "Veteran Soldier" rather then Hale who sounds like she's trying to be a badass, but can't deliver.

Though I did love her as Mui in Mercs.

i play alot of maleshep i think Meer is good. But i give Hale the nod just more emotion from Hale then Meer. but they are good shepards.
