The red dress has it's own diffuse which gives it it's colour and is specific to Miranda and the DLC.
The NPC version only has a spec, and gets it's colour from a tint-map, which is the only one that can be unlocked via the Coalesced without gamecraches, last I was aware. Might be someone found a way, but you'd have to ask in the modding thread for instance in this subsection to be sure if someone figured out how to achieve it through a coalesced edit. Don't get your hopes up though. There was a whole topic about that actually when the Citadel DLC came out and I looked into it for a friend back then that was interested in the same, no succes.
What I'll do is retexture both, as working with a diffuse makes re-texturing easier and I can base both Miri's and the NPC spec on it, but release a version for Miri in the DLC and the NPC version separately. I personally can't 'link' a diffuse to the NPC dress as it originally doesn't have one. I'm bound by how textures are arranged in the game as is.
The tint-map for the NPC dress has colours linked to it's various channels, but these are hardcoded and aren't something I can manipulate through the texture either. The channels just serve as masks.
I already have all the textures extracted, just not had time to get back around to the dresses for the pack, so it's still waiting for me =)
