Not being able to mod the DLCs just seems...odd...to me. Same exact game engine, same exact hooks, same commands, etc, but something about the DLCs is different enough to cause issues?

Armax Arsenal Armor mod download-location added in the OP.
Make sure you download the latest version of ME3Explorer or it will not work.

For some bizarre reason the final game cut out just a few lines of dialog in a romance conversation but this modder found the cuts and re-added it. It makes the dialog much more natural/logical and not so...disjointed.
Just FYI.

Another .mod release: Fourth Casual Outfit. This post is linked in the OP again.
This MOD requires the most recent version of ME3Explorer again, so pay mind to download it.
This release is a slightly different version from the TPF's (Didact's idea) to pull it closer to the original stock version. It's the black version with black instead of yellow shoulderstripes. I will make the alternate versions available as .MODs as well, but I want to finish some other things first so it'll have to wait a bit. They'll also get custom normals when I get round to it again, so keep an eye out.

Note that I lessened the amount of carbon on the chest. The collar is now metal, the belly area revised.

Includes better quality normal map and changes to both the diffuse and specmap.
Going to tackle the recent Garrus Default change requests now in preparation of the release featuring the HR facial texture based on Church's conversion of JeanLuc's ME2 HR Facial texture. Keep you guys posted.

It doesn't matter how innocuous the alteration, when I try to get it back into the pcc by mod OR by "replace" in Texexplorer, fail. I'm using Gimp, am saving it as DXT1 dds. Any ideas?

I know nothing outside of my own experience, and have never ran into issues making the .MODs.
I open Modmaker, open Texplorer, enable ModMaker Mode and go about replacing textures in Texplorer. When you navigate to a texture you can double-check the extension in Texplorer (there is option in the right-click dropdown), so you're sure you are saving it right. I personally use Photoshop and have no experience with Gimp so wouldn't know of any inherent problem with it if there is one. On average textures seem to be DXT1, specs DXT5. Normals at 16bit V8U8 through the Direct-X Texture Tool. If it's an issue with format though, it'd toss up a warning when trying to replace the texture rather than when trying to actually save the job AFAIK. Anyways, if you can't figure it out, go ask them at the ME3Explorer forums =)
