Tali'Zorah is what people like to call a "Fangirl"
She has a mild obsession with the Vid "Fleet and Flotilla" as seen in the Citadel DLC (Its apparent when you aren't her LI and you invite her up to the apartment) which happens to be about a romance between a Quarian and a Turian. (according to the Shadow Broker Files, She actually has a copy of the Vid)
Garrus, on the other hand, is only marginally interested in Tali'Zorah. Coincidentally, though, one of the songs on his playlist (According to the Shadow Broker Files in LOTSB) is from the Fleet and Flotilla Soundtrack.

I may be alone here, but I just felt like this was general laziness on part of the writing. I think he pretty much had tracks from various other vids in there, like Vaenia (which was mentioned again in the ME3 Ardat Yakshi mission). Come on guys, come up with some other movie names. It makes it seem like this giant, multiple world spanning civilization is completely devoid of creativity if they can only come out with three good movies.Strangewrex wrote...

EDIT: Also, I find it weird that he would have watched the turian/quarian equivalent of Titanic or Twilight and yet confessed to Shepard that he'd never even considered cross-species intercourse. That doesn't really match up.

I find that a lot of things that happen in the MEverse, only happen because it suits BioWare's current position. Sometimes they are just too lazy to think up anything new, so they slap some old content and try to make it look like some easter egg for fans.

Kaidan does something similar. In ME1 with Bro Shep he can have some back-and-forth banter about Liara being a hottie and about who saw her first. With Fem Shep? Not a single mention. He knew better than to get himself exiled to the couch.

I can't speak for Kaidan, but with what I know of Garrus it's very unlikely. Garrus would have no reason to lie. Why would he think FemShep cared whether or not he considered boinking a quarian or not? If he thought it would be in bad form he wouldn't have to elaborate, but he didn't have to specifically say he had never even once considered it either.Han Shot First wrote...

Garrus and Shepard have always been very frank with one another. Honesty is actually a basic defining trait of turians, and even though he considers himself a 'bad turian', he actually falls in line with a lot of their ideals. It's said in the codex that even turian criminals are more likely to tell the truth than lie. It's likely a reason why people were so hard-pressed to believe Saren was evil.
If we start questioning what we know of characters with, "Well maybe they were just lying," then how can we trust anything about them?

Personally the move to put them together if neither is romanced seems to complete sense to me. Then i never got bothered that if i didn't romance Isabela she would get with Fenris or that Jacob and Miranda had previously dated.
Didn't like that sequence at the bar. Assume it was deliberately put in to placate those who didn't like Tali and Garrus hooking up.

And regarding that sequence with Garrus and the female Turian, that was cool by me. Plus, it also functions as a nice little intro to a female Turian (beyond a glance or a hologram) for those of us who skipped Omega.
Bioware was wise to minimize hints of potential Tali and Garrus, leaving it mostly (save a hint here and there in non-Tali or apparently non-Garrus LI Citadel playthroughs) to that optional end-game walk-in. I have no doubt I'm not the only one who appreciated that.
Although, this has largely been moot anyway, as none of my playthroughs even have the Tali-Garrus optional scene available...Tali LI or not...But now knowing that nothing else objectionable has been added I might actually for the first time start up an ME3 game without an import.

On topic,
I usually romance Garrus. But on the times I didn't, I was okay with seeing him with Tali. But, It didn't fit how out of nowhere in ME3 She began to flirt with him. I thought that was just so sudden where as in ME2 She's wanting to shoot him with a shot gun on the Citadel [of course, I know it was joking but it seemed like brother sister banter than romance to me]
