Took me a few games but after realizing this guy should be a medium-long range type character and speccing as a sniper (I use BW) and into the Cain mines, I finally found a happy place with him Using the Cains like hard hitting proximity mines - making sure three are out at all times and using "fourth one blows up the first one" - to take out enemies works really well.
He's not great, not easy but he's usable on Silver / Gold. Haven't tried him on Platinum yet.
I finally found a happy place with the Talon Merc

He's alright as long as you have a good weapon in-hand and awareness. I've never used him to snipe, though. I'll try that sometime.

AP actually makes sense now. In silver, you can kill 3 centurians/dragoons/nemesises with 1 grenade. He is definitely meant for longer ranges since his shields are low and the bow can miss a shot or two at closer ranges. His biggest weaknesses are phantoms and the smoke since you cant lock on in smoke. For phantoms i carry an acolyte. If you know how to take care of your shields, then he is really easy to use as with his bow you dont need the skill of aiming and can stay back safely and pick off mooks with single shots. I've found the most success when i follow around a tank. They concentrate on the tank while im free to pick off the assailants one by one. I grende of his AP bow is great now since it can do more damage than a homing grenade. The bows problem is that you have to be in line of fire to use it and even with the shorter charge now, it can be fatal so the damage balances out. Cains may be powerful but they are finicky to use so, its damage too balances out.
