I'd say go for them all if you really love Mass Effect, but in my opinion Citadel is the only one worth its pricetag. 

A few hours of gameplay and enough mini-games to keep you occupied for another few hours.  But most importantly, the interactions with your squad, past and present, is what sets it apart.  Highly recommend.
