Mine is more of a TV actor, but I would choose Mark Sheppard. I always told myself if I was running the casting for a game I would hire him for an antagonist or end justifies the means character.

I'd say avoid them. A-list actors cost too much money and you can usually find equal talent in amateur VAs.

Robert Carlyle. I have recommended him frequently in Dragon Age voice actor threads, and while I think he would fit better into DA than ME, I would be happy to see him in any Bioware game.
Robert Carlyle did an incredible job in Stargate Universe, and can clearly handle sci-fi content.

Honestly, I can't think of anyone that hasn't already been mentioned. As long as the voice fits the character, situation, and is done well. I mean, could you imagine Conrad Verner as voiced by Morgan Freeman?
