Well... personality-wise, Garrus or Ashley (for Fem/MaleShem respectively) -- but based on the story and its tragic ending, I think that Thane/FemShep is the best coupling.

It depends largely on preferences and how the possible LI 'clicks' well or not with the Shepard you're role playing.

My femshep will always be attached to Kaidan.
Kaidan, Kaidan, Kaidan and Kaidan.. No one else. They started the relationship since ME1, survived many hurdles and although they got seperated in ME2, they manage to get back together again ME3.

I didn't (or can't) romance Garrus because I felt him more like a brother or a cousin to my Shep, thus imagining her trying to make a move to that Turian would feel so awkwardly wrong. Thane, he's not really my cup of tea but makes an excellent friend material.

As for broShep.. Hmmn, no idea. Never can play as a dude, hard to connect. So I'll just vote for either Ashley or Miranda I guess, since I like those two X)

I started the romance with her a few months ago thanks to a space bar misclick while I was trying to skip her dialogue, I reloaded my last save right after that, so that was the closest I got with her.
My main LI on my paragon Shep is Ash, while Miranda is the LI of my renegade Shep, as for my femShep paragon she's with Kaidan. I have yet to try a renegade femShep but I'd probably go with Garrus.

It's definitely Miri for my Canon Shep, who is, sadly enough, my only Shep. I've played through the games plenty of times, but it's always the same Playthrough. No one in ME1, Miranda in ME2 and 3. A long time ago, when ME1 first came out, or, when I first played it, I romanced Ashley for the achievement. Never brought him into ME2. Never even saved Ashley again.

Lol, really though.

Pre-ME3, I remember a vid, Chobot was talking about being an LI and stuff, and "HOW COOL" it was going to be. 

Never would have guessed Chambers would be a better LI...

But she is the reason Shepard doesn't follow the glass of whiskey with a bullet each night, reminding him of his dead sister back on Mindoir. Yeah, my Shep ain't much of a dandy, and yes I headcanoned a lot of film noir into his personality.

He's a sweetheart and my second favorite LI.  If it weren't for Garrus, all my FemSheps would stay loyal to him.  His best moment in ME1 was that scene in the Wards with Ash when he slips up and says, "In that case there's no reason they wouldn't like you... I-I mean us, humans..." and Ash totally teases him for it.  Awww
