(1) Why the partying during a war? (2) Why is there seemingly no concern from the people on the Citadel about the ongoing war? (3) Was not Miranda just assaulted before the player invites her over to the apartment and the party? (4) Back on the ship, there is no mention of any of the Citadel DLC events that took place, whereas Leviathan (which involved the squad) had plenty of it, & etc.
I hit on an idea... what if this is actually Shepard's afterlife?

Enter Heaven Theory!
I.) So, What's The Story?
--> Clone!Shep: judgement.
The first part of this DLC is a confrontation with... yourself! A pure evil version of you. See, Clone!Shep represents part of your past, the things you did that were more naughty than nice. You, the player-controlled character, are the good side of Shepard that was fighting for everything good and just in the world (notice how there are no unsavory actions that Shepard is capable of making in this DLC?!).
Maya Brooks? She's the devil himself, deceiving and misleading you and trying to let the evil win!
--> Silversun/Apartment: heaven!! :innocent:
Upon successfully winning the fight against the devil and evil, you go to heaven. Yayy! Among a wide variety of entertainment options available right at your fingertips, Shepard naturally spends that time with the people that matter most to him/her as well. I mean, c'mon! Isn't it obvious what's going on here??
II.) Proof Points:
--> Anderson: says that, the longer he's on Earth, the less he wants to leave. No sane person would say that. Earth is getting screwed by the Reapers in the game. He's in another dimmension, his own little heaven, obviously. And what else would he be doing than living a life of action, that's who he is. Even the Codex says as much, if you appointed him councilor (he stepped down to do more "active" things).
--> Placement: Completing the game takes you right back to whatever you did before Cronos Station, so you'd experience Citadel DLC in its entirety after you died.
`-> Placement (#2): Also interestingly, there is 0 mention of the events of anything that happens in Citadel DLC back on the ship afterwards, despite the fact that all VA's were back for recording this. 0 mention of the firefight that took place on the ship, the time you spent with a squadmate, or the party itself... back on the Normandy.
... I guess the best explanation for this is that Citadel DLC, if played along with the vanilla game, is just Shepard having visions of his afterlife to be!
--> Citadel Archives: where you find out the truth/greatest secrets of the galaxy that none have ever known. C'mon!! This is so obviously the truth of the universe being revealed to you, dead guy!!
--> Garrus: Where did he say he'd meet you in human/turian heaven, and where do you meet him in the Citadel?
--> Brightness: the graphics of the locations in Citadel DLC are 5% brighter than they are in the ME3 main-game. Obviously, a place like heaven would be very bright and shiny.
--> Vorcha: they are like little devils, which is why you keep losing whenever you try to play their game, they are a small portion of hell/punishment in your afterlife.
--> Glyph: surprised by his sudden relevance? What you don't know is this, Glyph is little more than "an angel guiding your path through the land of the dead to the Valhalla party hall. Rejoice, warriors and party hard!" special thanks to jstme for pointing this one out, page-2 of this thread.

III.) FAQ:
1.) What if it's strongly suggested that my Shepard survived the war after picking High-EMS Destroy?
Even if Shepard did survive the war, he/she is going to die someday. This takes place after Shepard died, whenever that may have been exactly.
2.) Why should I believe this if I'm an atheist and/or don't believe in an afterlife?
This story is set in an alternate-universe, so what we know/don't know to be true of "real-life" need not apply. Ergo, God/afterlife can exist there, even if it doesn't exist here. Otherwise, everything you were told - from biotics to medigel to hawt alien secks - was a lie. You don't want that, do you?
3.) If it's an afterlife, why are none of the dead squad-members present?
Player punishment/reward system. You lose some, your heaven experience is not as rich. From an in-world explanation, Shepard is not quite ready to face those failures of his past. Especially, think about it, why should Fail!Sheps get the same awesome experience as one who saved everyone possible? Again, this Citadel DLC presents only a myopic/introductory story of Shepard in heaven. So, sometime down the line, Shepard will "face it" and get those friends back. However, that's down the line, and not within the span of events we get to experience.
4.) Why are there references to a Reaper war going on if this takes place after it?
Well, you see, Shepard and his squad are all soldiers by trade. Their heaven is never gonna be peaceful, it's gonna be a place where they can still go out, kick ass, and take names. So they're heaven is supposed in an eternal state of "perfect insanity." Same deal with the other citizens. Clearly, most of them are former soldiers. They live on, doing the thing they enjoy. They think there's still a war they have to go out and fight in, otherwise, this would be no heaven for them.
IV.) tl;dr: the battle with Clone!Shep is evil-Shep vs. good-Shep, and after the good-Shep wins the fight, Shepard can enjoy the paradise that is Silversun Strip and the Apartment (with varying degrees of reward, based on prior success/failure). BioWare published this DLC with the intent of some players treating it like their ending.
