I don't really give a crap about Ashley. The VS was what it was. It dictated that two important characters be merged into one inconsequential one and that's what happened.
The boobs don't bother me, because they just slapped a generic female body on her in ME1, so you can't hold that as gospel. I mean, Chakwas has the exact same body as Liara had in ME1. Do you really believe a post-menopausal doctor has a slender model body with perky breasts? NO! It's just a generic body. If she was given her own unique one, clearly her proportions would be different. Same applies to any character -- when they are given a unique body, that's how they were always supposed to look. Call it a retcon if you must. Really, it's just adding details where none existed before.
The archetype of the tough soldier chick with the ample bosom is all over science fiction. We could fill up this thread with examples.
However, I'm not a fan of what they did from the neck up. Her makeover looks like she literally went on a daytime talk show and got a TV makeover. I find it to be pretty gross. It undercuts the image of a soldier when it looks like she spent 2+ hours on her hair and makeup before heading into battle. I mean, he hair covers one of her eyes. Doesn't she need to be able to see?
Oh well, like I said: I don't care about Ashley.
