Yea right now Tali isn't showing up and she is my LI. She did my last game but she wasn't my LI. wtf Tali?

Never gotten Cortez, done everything but meet at the bar with him (Citadel watching the ships discussion & the Memorial wall meet were done).
Never got Samantha, either, but this play-thru I've talked to her for more than the 2 missions she gives access to.
Had both come for the party.
Kaidan has only 1 meet, in the appartment. He does some cooking (slightly distracted if LI).

I found that in my playthrough leaving the apartment and returning from the strip seemed to regularly generate a new email message from a crew member. I played before the attack on TIM's lair and after completing all crew conversations and unique dialogues on the Citadel.

I'm on the Xbox 360. I just got everyone but Tali's to show up for me to do. I'm also right before going to Cerberus HQ so I did the Rannoch mission too.

Did you try returning to the Normandy then going back to the apartment? That helped me get more of the invites to appear in my game.

For some current/past crew members you have to talk to them on the non-dlc Citadel first before you get a message from them. I believe Tali can be found in the Presidium Commons talking with a Turian ambassador, outside the CSEC Office.

Doesn't explain Samantha's lack, since she doesn't have a dialogue off the Normandy. Other than from Citadel DLC.

i've always been able to meet-up with Sam and Cortez (or do you mean as LI's in this case?)
Just talk to Sam after every mission and be sure to visit Steve every once in a while.

Did you play chess with Sam up in your quarters? That is the last interaction specifically with her to "close out" her storyline.
If you've met Steve at the bar, I can't think of why he wouldn't invite you to ride in the shuttle with him.
