In the beginning it's very much the same for all, but later the responses change during side stuff and some main missions. Atleast, I only noticed them say identical lines at the intro and the invasion missions, but they change later on.

Laura Bailey is the only reason I play this series. The best voice actor in the series by far.

I agree on Zinyak being the best villain so far for one simple reason: he interacts directly with the Boss from his second appearance. He is an ever present threat, and as a result actually gets as much development as any of the homies. I would go so far as to say he's more developed than fellow newcomer, Asha.
SR2's various antagonists all had their moments, but I don't think any of them could individually fill the villain role of an entire game. The less said about SR3's antagonists the better.

SR2's various antagonists all had their moments, but I don't think any of them could carry an entire game by themselves. The less said about SR3's antagonists the better.
SR2 was too unfocused to have a primary villain, while SR3 had Killbane he really couldn't have been less impressive to me. He only had two real triats, size and rage, which makes him as compelling as a gorilla.
But Zinyak's cool. Bigger then Killbane, for the intimidation factor, much smarter then the Boss. Fun to watch, but you still wanna rip his damn head off.
