If I take the Squad ammo perk at rank 4, do squadmates get the rank 5 and 6 perks if I take those, or do they just get the 50% power from rank 4?

Correct.
Basically if you have an ammo power as a default for your Sheperad, spec it for yourself. If you are playing a class that has no ammo powers you want, then use Squadmates for Ammo Powers.
The only good one no matter who has it is Squad Cryo just like in ME2.

I am not sure I agree here. Squad Incendiary leveled with Explosive Burst is good if they have rapid fire weapons, despite only being "50%" effective. Probably because IEB is overpowered to begin withJ4mes wrote...
