Tali. First of all Tali is not in shepards chain of command. She is an admiral with a lot of responsibility and she is younger than Ash, so it is more acceptable that she does not handle stress as well. And she is still sitting at a bar not on the floor. Ash should handle it better she is a carrier soldier, getting drunk to a point of passing out on the floor?
Plus drunk Tali sounds better and funnier than drunk Ash.

Ashley really only gets drunk once in the series, and that is aboard the Normandy.

Her drinking contest with Shepard during the Citadel DLC gets interrupted before any of the drinks she downed would have had a chance to take effect.

Ashley being drunk wasn't unprofessional in the slightest. And I say that as someone who served in the military, so I think I have good handle on what would constitute professional or unprofessional behavior by military personnel.

She was off duty. Also as you note, it occured in the midst of a war where billions of people are dying. With the destruction of galactic civilization and the possible extinction of your species looming, I think that would drive many people to drink. It is also quite possible that Ashley could have been self-medicating. We know that Shepard was having some issues with survivor's guilt and PTSD. Why not Ashley as well?

Javik is completely unable to wind up drunk Tali. That's a definite win for Tali.

Bit of an unfair comparison though since we don't see everything and the whole circumstances. What's needed to settle this is a Tali vs Ash drinking contest. BioWare, we need a new DLC!

There are few things about ME3 Ash I like. Drunk Tali is funny and kinda cute, hungover Ash is just... sad.

To be fair, Kaidan seems to like to drink  as well, but then again, he's Canadian so.... 

But as to the OP's question, Tali all the way:
Tali is a cute drunk. 
Ashley is.... just a sad drunk.

Tali is more funny when drunk, but Ashley has one of the most funniest moments in the game, when she screams after Cortez crashed during Priority Earth.
