Easiest ways to obtain the weapons you want?

What's the easiest way to get the weapons that you want / need? I've heard some people say that maxing out your uncommon/common weapons first, then attempting to max out rare/ultra-rare is the easiest way, but it seems time consuming and expensive. Anyone have any ideas on how in the world you end up seeing people with things - particularly - such as the Harrier X?
I can't even get my hands on a Harrier, let alone ten times.
Any help in regards to this 'predicament' would be appreciated, as I'm looking to move into Platinum games ASAP.

That's Monster Hunter logic, and it worked damn well on there. Is ME3 utilizing the desire sensor as well or something?

you won't gain any weapon that are in the DLC you have desactivated, meaning you have far higher probability to unlock the weapon you want.

I'm trying to figure out the formula behind the drop rates and how they work after you've managed to negate the need/use of a particular item, much besides character cards given their incessant desire to pop up when you don't need them.

In any case, the reason I've been wondering how to get particular weapons more easily is because I do want that Harrier and I have about a thousand other UR's that I got from Veteran/Reserves packs, only ever bought two or three Arsenal packs and didn't get much from them at all. I can't do platinum speed runs as it was suggested as I have no viable guns, nor the skill to do so quite yet. I do not have good mods or equipment yet either. Still, I'd like that Harrier if I haven't stressed it enough and you see people running around with them all the time with them at max level, I'm just wondering how they did that with an N7 rating of 1000 or less, and with next to no challenges complete. Is it luck, or is there some sort of confangled way that you can get them on a much greater, easier basis much besides "just keep buying packs if you see UR's." 'cause... that's not quite reliable. I mean the packs are set up so that the random seed generator is actually a "give these types of items in the current store front" generator, but still.
@Starwolf - That would probably increase my chances of getting the stuff that I do want tenfold, however I've barely even seen a good 90% of the equipment, let alone having any of it at level 1 even.

Seriously, I did that last night with a Reserves Pack, BELIEVING (yes, it must be in all caps) that I would get a UR in it. I got two.

@Apl - I covered myself in the blood of a thousand dragons and only received a single plate scale; virgins are much harder to find and goats scream too loudly, what makes you think I want a 1~2% increase for that much trouble? You must be shigglegitsing.
