Female please, and it would be great if the writers make her as mind numbingly nasty as possible, kinda like a Cersie Lannister (in the books).
It would also be great if no stupid mind control were involved and if she didn't have any 'logical' reason for her actions (cough* reapers *cough). Sometimes the best villains are the simplest, people that just want to start some ****.

Male, because female villains invariably are stereotypical skanks with huge melons who just wanna jump the male hero's bones. Which I find highly offensive, especially since girl heroes never seem to get to jump hot male villain's bones, so I'd rather avoid it altogether.

I really don't care about the gender of the villain as long as it's a well made one. Meredith was a potentially good villain but you only ever really find out her past and motivations if you support the Templars if I recall.

As long as the villain is good, the gender is not important... The gender should be whatever the writers decide will suit the story they are writing best
