I have no clue what the hell is up here.
Basically, I have a long list of upgrades on my armor. Does this mean they are all installed? It says I keep hitting the 150 item limit, but I have no extra weapons or armor. It must be the obnoxious level of upgrades I have. I would reduce them all to omni-gel, but every ****ing time I do it takes me back to the top of the list, so I have to slowly scroll through a huge amount of upgrades to reach the bottom, then do it again, and repeat endlessly.
Upgrades make absolutely no sense

The 150 item limit is carrying capacity. Those upgrades are not all installed.
Reducing them to omnigel is an option, particularly if you are halfway through a mission and just want a few extra slots for carrying nice goodies. But really you should be selling everything you don't want to vendors. Install/equip what you want and only hang on to stuff if you're pretty sure you'll use it later. Sell the rest.

The main mods to worry about keeping are some of the level VII ammo types, tungsten, shredder, maybe cryo and polonium. You also might keep a few rail extensions. Pretty much everything else has a level VIII-X upgrade that's better.

Yeah, the list you're seeing is the inventory. Each gun has about two upgrade slots on it, with later ones having three. Generally, most classes only use a few guns, so making sure everything is equipped isn't as annoying as it sounds.
The general guideline: when you're down in Engineering to talk to your squadmates, go to the vendor person. Equip (and possibly buy) what you want to use, and sell what you don't want.
