For a fighter Mage is it better dual or multi? And would it be redundant for a cleric/ranger to have points in both warhammers and flails?

In the long term a dual class fighter/mage is better than multi. However, when you dual, you lose your fighter skills for a while and that period of time can be difficult. People usually dual at level 3 by which time you can have grandmastery in a weapon or level 6 when you get another proficiency point.
There are numerous threads discussing when to dual. The issue is quite complex, so I would do a search on the subject.

Before putting points in both hammers and flails I would put some points in slings and dual wielding. In BG1 hammers are best as you can get a very good quality hammer fairly early on in the game. In BG2 an excellent hammer is available, but late in the game whereas an extremely good flail is available early in the game. By that time you will probably have more points to put in flails anyway. I am assuming that the cleric/ranger is multi-class.

now am trying a gnome fighter/illusionist.
Got a neat roll of 92.
So far thinking
Strength 18/17 dex 18 con18 int 19 wis 7 cha 12.

That would be fine. The only question mark would be over wisdom and charisma. A mage can potentially benefit from high wisdom when casting limited wish and wish spells, so you could argue you should maximise wisdom at the expense of charisma. Conversely you could want a higher charisma in order to get lower shop prices - depending on who else you have in the party (you can cast friends for a 6 point increase so would only need to raise by 2, or 1 if you're planning to make use of the tome, to get to the maximum of 20). However, those are relatively minor considerations, so you should just go with whatever feels right to you.

Bad boy; Gnomes need the Charisma more... Fyi there is one trick which needs low Wisdom but there are potions which pump it for wishing.

With the F~I you have to enter combat so I'd stay in spider form and just buff... wait, are you going solo?

Sure it is. You can just cast friends twice to get the maximum charisma response when you shop for expensive items. If you intend to use a party, then just have the highest CHA person in the group talk to potential group mates. I know for example, Viconia in BG 1 won't join if a low CHA tries to talk to her, even if you saved her.
