I think someone would have to create an editor/viewer for them, since it is possible to use the toolset to export them at this time. Maybe one of the programmers out there could do it, since I'm not familiar with the inner workings of the various file formats in use.

Why would you want to view it outside the toolset? I'm curious as I find that the conversation editor displays them in a pretty intuitive way and I was wondering what was missing.

In my short litle trial I was able to get the conversation file into excel from an xml file. You end up with a long long row of data that contains everything about the conversation. You do find the text of the conversation but it is not in the same node order as in the toolset if I recall. Some enterprising person could probably write an excel macro to manipulate that data so that it is easier to look at I suppose.
I would assume that one reason a person wants to look at convos outside of the toolset might be the inability to have the toolset on all of their computers. As in some lap tops.

Your question is extremely vague, so I'm going to try my best to answer it based on my assumption of what you might be trying to do.
If you want the conversation tree exported just as it appears in the toolset, then I cannot really help you. If you want the individual lines, with their line numbers, exported so you can have a script to re-record voice-overs for, then there are a couple of different ways to do this.
The first way expects you to know a little bit about SQL, having you export the data directly from the database. If you feel comfortable doing this, then go to this link here.
If you do not feel comfortable messing with the database, then there is another, somewhat hackish, way to get the lines exported. It could take a bit of time, though, depending on your computer's power.
All you need to do is open the conversation you want to export, then do the following:
1) Select Tools->Generate VO->Generate VO Local
2) Now, wait while the toolset creates individual *.txt and *.wav files (with robot voice) for every line in the conversation. I can't tell you for XP, but for Win7, the files will end up in the following folder:
C:\\Users\\[YourUsername]\\AppData\\Local\\Temp\\DragonAgePlaceholderVO\\en-us\\[Conversation Name]
3) When the process is complete, you can create a standard DOS batch file to concatenate all of the lines together, or use one of other various methods for accomplishing the same task.

There's also using builder-to-builder create to get the dialogue as an xml file. But this contains other data, not just the dialogue.
