I immediately dismiss anyone who says any of the 99k packs are better than the others for unlocking URs
if there were a pack that was better they would charge more credits for it
can't get any more simple than that

Not sure what you are expecting, you have your rare weapons maxed, but not your characters.

Lots of gear and weapon mods would be nice!

I've never gotten a character training card from an arsenal pack. Never. I get only ammo equipment etc...
