I know you can in the PC version but I can't seem to find a tactics menu for the Ranger pets. Can you on the 360 version?
Is it possible to use tactics for pets for a Ranger in 360 version?

The PC one is barely functional either. You have to pull up the tactics screen at the exact second the summoned pet becomes 'real' and the tactics do not save over to the next summon.

You can when you first summoned it. But you can't change it anymore after the "x tactics slots acquired" notation disappeared.

For PC version you can try this mod. It improves the tactics a lot. Added some new tactics slot and fixed some bugs(like the "Jump to X bug". Pet tactics are also avaliable.
