Does equiping a frost damage ring only turn on when you cast a frost spell? Or melee, or everything?

This is really confusing to me. Some staves shoot out green blobs (I assume that's earth damage) but then you equip a 10% frost damage ring and you don't see any difference in damage dealt and the animated sprite is still only a green blob.
Does equiping a frost damage ring only turn on when you cast a frost spell? Or melee, or everything?

These are actually two issues.
First of all each staff deals a specific elemental damage type. If the projectile is green, then I guess that's nature damage. But they come in all varieties. Other items you equip will not change the elemental type of a staff. Was the ring +10% Nature damage instead, it would increase the staff damage by 10% however.
The elemental damage bonus rings, glows, armours, staves will increase the damage of all corresponding elemental attacks: spells, staff projectiles, elemental damage weapon buffs like Flame Weapons or Frost Weapons (provided that equiped by one wielding the weapon) - but only if the attack has the same elemental type as the boosting item lists.
