I've always figured it's a video game terminal. You sit in it and start playing and it has 360° video and audio feed, and the dome to block out external sound and light, which together make it so that it's super immersive atmospheric. I figure real life video gaming machines will be like that 100 years from now. Forget a simple flat HD screen, machines like that are the way of the future for gaming.
I know, probably a little over-thought out on my part. But it makes sense. It constantly makes noise in ME2 like video game sounds, it has a chair inside it is placed so that the users head is smack dab in the middle of the dome, and the sounds and lights coming from it looks like a video game.

I always thought it was some kind of chill out music chair, you know so you wouldnt disturb the rest of the crew with annoying tunes. Plus it has disco lights so it must be disco related!
