How much could be done with it? Can we only create new maps, or can we create new classes, skills, skill trees and so on?

Yeah, new classes, skills and skill trees are possible. Also cinematics, creatures and all the stuff we need to create our own campaigns.

The GUI is hardcoded, and some of the gameplay basics ... I don't think you can implement "round-based" gameplay, for example.
Of course, changing somethings may be possible, but impractical, or at least require very extensive work - horseback riding and long hair are examples of that.
