Just because staggering exists doesn't mean you spend all of your time staggered. Either way, if it does turn out that the staggering is too much, just like the rogue patch it can be fixed fairly easily.
After reading all your posts....why would anyone leave cover? It sounds like you would just get a case where teams would bunker down, and anyone who broke cover would be killed.
Given how quickly you die in this game, you would basicly have to respawn immedialy, so it would be like the old tournament games. (kill counts or objectives at the end).
Honestly, the PvP thing has been done to death. I'd rather more intersting co-op modes than a PvP mode that would basicly be an entirely different game. Story rather than Balance has always been biowares strongpoint really. I'd rather them try to incorperate more of that into the game than try to do something they arn't good at anyway.
To listen to people here, ME4 would need a RPG mode, Co-op mode and PvP mode.
To design a good PvP game something has to go, so they are either gonna do a good RPG with a a**/2 PvP mode or a good PvP game with a a**/2 RPG mode. The only way you could have any overlap would be to design the system around PvP and then build the RPG and co-op on top of that. And that would basicly lose alot of what makes mass effect interesting.
If they are gonna do a PvP mode, I think the best way to do it would be as an entirely seperate game. You could maybe share data over the servers in some way(maybe levels transfer or something), but that is it.

Every 3 seconds is a lot of stagger, and we have a lot of abilities that can stagger even if you remove the stagger from a couple of them.
The Rogue thing required multiple expansions to be fixed =P
Now we are back to changing what is, and what people who are still here like about the game. I wouldn't mind if they could keep it completly seperate from co-op modes, including how the powers work, but then it wouldn't be Mass Effect as we have come to view it. It would just be another pvp game with different skins.
I am sure it would be enjoyed by some people, but it would require a total rework of the game, which may turn out to alienate many more.

Humans being able to swap character build on a whim mid-battle ? Really ? This is like, the most unfair advantage you can ever implement in a PvP game. I don't even know how OP can believe in his own stuff when he brings forth things like that. Let's see..
Tech guy hides to charge up his overload, manages to do it, overload the other guy through cover, then Implant swap to soldier, throw a grenade and goes for the kill, free win.
Tech guy cannot charge his Tech ability, he dies, unless he is human, then he just Implant swaps because Tech is useless unless you can charge up.
Let's not forget that all established mechanics/classes have to be scrapped for those.

Oh whats this... camping was so bad on one map that bioware had to change it.
oh whats this... camping in general was such a strong tactic that dedicated cover buster units were added
So scoreboard peen changes to K/D peen... difference from now?

and no, I'm not some player that is bad at fps games and cries when I meet some tryhard elitist. I'm usually the one racking up the absurd kill count making players rage quit from games. I'm just tired of players screaming at eachother for no other reason than to say they are better for the sake of showing off and putting others down. It's annoying and gets old fast. ME3 mp is relaxing right now. Nobody cares if you only play bronze or go all out on platinum, and if they do they need to get over themselves and seriosuly have a reality check. Everyone can play and have fun. I'd rather not have this ruined.

Also, BioWare should avoid attempting PvP(in a main Mass Effect game at least) when they can barely do well with co-op.
