Dusting off my old campaign save after buying the Citadel ( and not even able to do it just yet ), I've a question about ammo powers: do squadmates' ammo evolutions where it gives everyone the ammo allow you to combo if YOU shoot? I'm noticing... no.

Yes. As long as you are talking one of the ammos that can setup a combo, such as James's Incendiary or Ash's Disruptor. The chance to light on fire or stun may be less than if it were Shep's power though.
