The Augur from Resistance 2 (Which was so, so much better than the Augur from the first game.)
Track enemies through walls, and firing at enemies through walls with it actually INCREASES damage done with each obstruction passed through.
Downsides were it was a little weak when used to straight up shoot enemies, and there was significant delay as a shot 'tunneled' through each obstruction.
As for character, Battletech Battle Armor-clad soldier. >_>

Lucas, from Mother 3.
Powers are; (using MP character rules of three active, two passive)
PK Love: Blasts enemies in a wide radius in front of the user (like Snap Freeze) for high damage, and detonates all combo explosions. High cooldown time.
Lifeup: Restores the health of the target, or self if no allied target is found, as wel as providing temporary invulnerability and resetting health gate. Can be upgraded to heal all teammates, from anywhere.
Shield: Causes all physical attacks to do half damage - can be respecced into instead nullifying non-physical attacks, and also into reflecting the negated portion of an attack. Can be used on alies or self, and upgraded to hit everyone.
Stick Mastery: Lucas wields a stick as a weapon, and can swing it like a krogan does a hammer. Upgrades to this skill tree enable him to hear the beat of the music more clearly for easier combo attacks, or do more damage.
Rolling HP: When Lucas loses health, it doesn't go away instantly, it slowly trickles out of his grasp. He will stay standing as long as his health bar isn't empty, even if his HP hit 0 long ago. This tree will either increase health and DR, or amplify this effect.
As for the weapon...

What's OP about Phaselock? It's a good balanced action skill IMO. But the turret however....double rocket turrets destroy everything, I love my turrets.
