I've been keeping track of my UR drops for a long time now. Since Reckoning, through PSPs they have cost 406,412 credits each (19/78). With some SPs and specialized packs factored in, I have paid 430,650 credits per UR. During Retaliation the SP drop rate was better, PSP worse, and resulted in 634,765 credits per drop for me.
There is never going to be an UR pack. But by all means keep asking.

I'm for anything that will allow me to play with the guns I don't even have yet. I've put over 400h into ME3 multiplayer, which may not be a lot to some of you champs out there, but is a hell of a lot more time than I've put into any other game in the past year. I really enjoy this game, and I will continue to play it. I just want to be able to play it in full.

They should just tweak the UR unlock prioritization for all of the packs. Whenever a player unlocks a UR card, the store should prioritize (though not necessarily guarantee) UR weapons you have yet to unlock over upgrades on the ones you already have. This way, even casual players can at least eventually unlock and play with all of the weapons in the game.
Now if you want to max your manifest, that's a whole story altogether. Perhaps a UR pack that's only available for those who already have maxed rares is a fair solution. Bioware could price it a bit above the UR drop rate (which they only know anyway) as a tradeoff for having a guaranteed UR.

anything is better than this... i got 4 UR in 28 packs. with this rate, i will not max out my ur before servers are shut down and i will not have time to have fun with any ur lvl x...this is frustrating...and that people are begging for something and bioware isn't doing anything...i just wonder how the store would work if we paid for the dlcs

I love the posts with people that are like, "Yeah, 5 cents seems about right for a guaranteed UR. For sure."
Cone on guys, at least make a legit effort at this. Testing had shown that people average one UR per 700K credits, roughly. A UR pack for less than 500K would not be properly priced.
Regardless, it doesn't matter what any of us want, the answer is and always will be D. Now let's let this go, m'kay?
