I have no idea what I'm doing so i apologize now.I  would like to know if i need to have something on my quickbar in order to use it in my tactics slots such as health poultices and lyrium potions?

No.
Quickbar is for manual commands
Tactical Slots for automatic use when the character is not controlled by the player.
They are completly independant.

So I can take that stuff off of the quickbars of my party members and still program them to use

Yes. But why not simply keep the item shorcut in the quickbar. It does not cost anything unless you need to free some quickbar slots ?
