Nice little joke with the title.
I was fond of Elijah in Dead Money (New Vegas). Felt he was compelling and cleverly written. Just my two pesos.
Best Wirtten antagonist in Gaming?

If you ask Veronica "isn't that how any Brotherhood father would've acted," she says something like "yeah." I forgot what the question was in regards to, but I know that Father Elijah would've garnered the support of the entire Brotherhood had he accomplished what he wanted at the Sierra Madre. It was definitely a twist seeing that he cared not for the treasure, but wanted the entirety of the Madre. I honestly wasn't expecting that. I thought he wanted the gold/money, not the whole casino. Have you allowed him to lock you in the casino? The ending slides for that is actually pretty cool.

Vaas and Kreia. Sovereign was awesome.
I also want to mention the Shivans from Freespace. For those that know what I'm talking about...I'm saying they were well written because they were not written. That you never, at any point, understand their motivations or why they are killing you is one of the greatest triumphs of those games.

Oh yeah, I forgot, Dr. Borous from New Vegas.
"Down at the end of the hall is BALL storage. For jocks who like BALLS, like RICHIE MARCUS. Do you hear me Betsy? RICHIE likes BALLS."

tbh I think it would have been great to know a bit more about the Shivans e.g. origins, history etc...

Definately the most recent one for me. I thought Haythem was a way better character than Connor.blaaaaaaaaaarg wrote...
I might get flamed for this, but personally I think Haytham Kenway from AC3 is one of the best written antagonists.
