 What do  I have to do to get this quest to activate? Is there a certain point in the game I have to have/ have not passed?

You have to find Slim (he's near Goldana's house in the Denerim Market) anytime before the Landsmeet. Make sure your Warden has either the Stealing Skill or the Stealth Talent before talking to him.

I did this and I've got the other quests going, but for this one he just says hes looking into a lead in The Palace District...

That quest becomes available after you decide to call the landsmeet, i.e. after moving into arl eamon's estate in denerim.
