I didn't list him as worst because I could just build him for heavy AR use with Stim spam, and maybe debuff with Cryo Blast, (which is more or less viable), but I simply never use him.
No. lash is the worst power. Cryo blast completely freezes mooks, and both slows and increases damage towards large units. Run a havok without havok strike and you have an excellent, highly mobile weapons platform with crowd control and debuff
And Cryo blast followed by Havok Strike causes cryo explosions. That's why it's there. Havok strike is a fire power.
Pull, while i admit i never take it, is more effective than lash. If specced right it is an automatic death sentence on any unshielded mook, and has a decently sized impact radius, and using it does not have a long animation that exposes you to gunfire. I have had to lash a cannibal three times to kill him because lash doesn't apply force well, sometimes they just don't fly around or roll to the side a bit and and don't take much force damage. Just because lash will sometimes grab a phantom if you are lucky, does not make it better than pull in most situations that either power could be used.
Also yea i get that cryo blast to havok strike can be fun, but if you want the most overall effective build, take both passives, grab a heavy weapon, heal yourself when you need with stim pak and freeze everything in between shooting.
