So I completed a playthrough of the Citadel DLC, and aquired all the upgrades along with the Lancer and Suppressor. But when I went to start a second playthrough from the beginning of the game those two weapons weren't in the weapons locker. All of the upgrades are there but neither of the guns appear.
This happen to anyone else, or does anyone know what problem might be?

You started a New Game+? If so, the weapons should be in your arsenal, and I'm unsure why they aren't. If you simply started a new game, you'll have to earn them with that new Shepard.

It was a new game +. The only thing I can think of is that I did the Citadel DLC after the Priority Earth mission. Would that affect whether or not the weapons would be in the locker?

Yes. A NG+ imports the save created upon game completion. You have to go ahead and finish the game again, overwriting that previous save.

Yes. They have to be gotten before Earth
